In recent years, the relationship between the Republic of Uzbekistan and Hungary has strengthened significantly—not only in the fields of economy and culture but also in education. The Stipendium Hungaricum scholarship program has played a key role in this process, with a growing number of Uzbek students enrolling in Hungarian higher education institutions each year. At the same time, academic cooperation between institutions has also become increasingly dynamic.

In this spirit of strengthening partnerships, Prof. Dr. Karsai visited TSUL, one of Uzbekistan’s leading legal research institutions with considerable international prestige. The foundation of the cooperation was laid during the centenary conference of the International Association of Penal Law (AIDP) in 2024.

One of the main outcomes of the visit was the signing of an education and research cooperation agreement, which outlines several key areas of collaboration, including:
- academic staff and student mobility,
- joint professional events and conferences,
- the development of a joint master’s program,
- the possibility of joint doctoral supervision.
As part of the official program, Prof. Dr. Karsai held in-class lectures and gave a presentation on study opportunities in Hungary, with a particular focus on the University of Szeged and the Stipendium Hungaricum program.

In addition to the academic program, Prof. Dr. Karsai met with Mr. Adrián Mihály Harmath, Deputy Head of Mission of the Embassy of Hungary in Tashkent, and Dr. Berdialiyev Baxtiyor Erkinovich, Director of the Uzbek National Institute for Criminological Research. Their discussions laid the groundwork for a future research collaboration.

The visit confirmed that there is genuine interest in Hungarian higher education among both Uzbek faculty and students. The upcoming jointly organized criminal law conference entitled Combating Human Trafficking and Surrogacy, along with the planned participation of Uzbek law students and faculty members in our International Week, will further deepen this promising partnership.
The visit marked an important step in expanding the international relations of our Faculty and contributes to tangible and long-term results in Uzbek–Hungarian cooperation in legal education and research.
